Reversal From Planned Signing Ceremony

The fresh announcement reverses Trump’s June position, when Press Secretary Karoline Leavitt said the bill reflected policies “long championed by the President,” including curbing institutional investors’ home purchases.

Trump was set to sign the bill at a Capitol Hill ceremony in June before abruptly canceling it.

Earlier this week, Trump had named the SAVE America Act his “Number One Priority” for Congress, alongside a $350 billion defense funding push.

Bill Becomes Law Despite No Veto

Since Trump won’t veto the bill either, the Constitution allows it to automatically take effect at 12:01 a.m. ET Saturday.

The measure, backed by Sen. Elizabeth Warren (D-Mass.) and described as the biggest U.S. housing reform effort in more than 30 years, includes more than 45 provisions aimed at increasing housing supply, lowering costs, and restricting private equity firms from purchasing single-family homes. It passed the House by a vote of 358-32 and the Senate by 85-5, with both margins exceeding the threshold required to override a presidential veto.

The move follows a National Association of Realtors report showing that the median price of an existing home reached a record $440,600 in June, up 1.8% from a year earlier. Adding to the affordability challenge, a National Association of Home Builders study found that regulations alone increase the average cost of a new home by $131,734.

Senate Minority Leader Chuck Schumer (D-N.Y.) wrote on X that Trump had described Americans’ housing crisis as “a big yawn” and then refused to sign “the most significant bipartisan housing bill in decades.” Schumer added that Trump’s priorities favor “higher costs for families and more power for himself.”
