Chinese President Xi Jinping said Thursday that the U.S. and China, as leading artificial-intelligence powers, share a responsibility to ensure AI remains “under human control,” as President Donald Trump promoted what he now calls “super intelligence.”
Xi Calls For Human Control Over AI
“We have both the capability and responsibility to develop and manage AI for good and ensure that the development of AI is always under human control and serves the well-being of the people,” Xi said during remarks with Trump at the White House.
Trump said AI would feature prominently in their discussions. “The decisions we make in these areas today can promote peace and prosperity for decades and decades to come,” he said.
The meeting follows a new effort to formalize bilateral AI discussions. Treasury Secretary Scott Bessent said Monday that U.S. and Chinese officials agreed to establish a dialogue on AI dangers and communication protocols, with another meeting expected in Shenzhen in roughly two months.
Trump Favors DOJ Over Broader Regulation
Trump, however, continues to oppose a broad new AI regulatory regime. In a Truth Social post on Thursday, he called AI a “big topic of discussion” with Xi but said, “Our guardrail is the DOJ.” He has argued that existing Justice Department powers can address misuse without slowing development.
At the U.N. General Assembly on Tuesday, Trump said he would not “stifle growth of something that will be bigger than the Industrial Revolution,” while adding, “We’re going to watch it closely through the Department of Justice.”
Trump also said the government would begin using “Super Intelligence” instead of “Artificial Intelligence,” arguing the word “artificial” makes the technology sound fake.
Global AI Safeguard Push Gains Momentum
Calls for cooperation intensified this week. The Associated Press reported that OpenAI CEO Sam Altman and Anthropic CEO Dario Amodei told the U.N. Security Council on Wednesday that countries need international safeguards as AI systems become more capable.
Xi’s emphasis on human control also follows Chinese proposals for stronger global AI governance. Beijing has repeatedly called for international coordination while opposing technology restrictions it says constrain development.
