Arm Stock Dips Amid Oracle’s “Force Majeure” Reports

Arm Holdings PLC (NASDAQ:ARM) shares are falling Thursday in apparent sympathy with Oracle and Blue Owl after reports that Oracle sent a “force majeure” notice tied to potential timeline slippage on the Project Jupiter data center.

Oracle Sends Force Majeure Notice Over Project Jupiter, Then Pushes Back

Reuters, citing a Bloomberg News report, said that Oracle Corp. (NYSE:ORCL) formally notified Stack Infrastructure, the Blue Owl Capital (NYSE:OWL) unit building Project Jupiter in New Mexico, that it was invoking force majeure protections.

Per the sourcing, Oracle has no intention of walking away as the site’s anchor tenant; instead, the company is angling for flexibility to push back payment timelines in case the 2028 target for bringing the facility online slips.

Oracle wasted little time firing back at the delay narrative, telling Reuters flatly that “Project Jupiter remains on our planned schedule.” Beyond that direct denial, the company characterized these kinds of legal notices as routine in projects of this size, framing them as a mechanism partners use to protect their contractual standing rather than a signal that anything has actually gone off track.

Why Arm Is Exposed to Oracle’s Data Center Plans

Arm’s business rests on owning the chip architecture that powers virtually the entire smartphone industry, with its designs sitting inside roughly 99% of mobile CPU cores worldwide, and the company holds a similarly dominant footprint across other portable electronics like fitness trackers, tablets and sensor hardware.

That direct hardware business is exactly what ties Arm’s fortunes to Oracle’s data center ambitions, since the company’s custom AGI processor is built into Oracle Cloud Infrastructure. That relationship means any uncertainty swirling around a flagship project like Jupiter can ripple into Arm’s stock even without solid confirmation that anything is actually behind schedule.
