Cipher Digital Inc (NASDAQ:CIFR) shares are sliding Monday despite a bullish initiation from Chardan Capital, as broader market weakness appears to be overwhelming the stock-specific positive catalyst.

Chardan Initiates With Buy Rating, $32 Target
Chardan Capital’s Bill Papanastasiou stepped into the Cipher Digital story Monday with a fresh Buy rating and a $32 price objective, a level that puts significant potential appreciation on the table from where shares are currently trading.
The thesis rests on what he views as a genuinely distinctive market position, most notably the fact that Cipher is the sole operator among its closest competitors to have forged a direct relationship with Amazon Web Services, a partnership he sees as a meaningful differentiator when hyperscalers are evaluating which infrastructure providers to work with.
The company’s existing portfolio spans approximately 4.2 gigawatts, and Papanastasiou said an additional development pipeline of roughly 2.8 gigawatts represents a substantial opportunity to create value as current and prospective partners seek to expand their capacity commitments.
He also identified ERCOT’s Batch Zero process as a catalyst that has not yet been fully appreciated by the market. A meaningful block of unallocated power capacity is set to be considered through that process, and Papanastasiou argued that Cipher’s positioning gives it a credible shot at capturing a portion of what comes available, potentially unlocking a layer of value that does not yet appear in the stock price.
Despite the constructive fundamental picture Papanastasiou laid out, the stock is being pulled lower by a difficult tape Monday, illustrating how even a well-supported bullish thesis can struggle to move a name when the broader market is in a selling mood.
CIFR’S Chart: Long-Term Uptrend, Short-Term Gravity
Zooming out, the longer‑term structure remains intact. CIFR trades 13.8% above its 200‑day SMA at $18.59 and 6.8% above its 100‑day SMA at $19.81, which keeps the broader trend pointed upward. Zooming in, the short‑term tone is softer. The stock sits 2.7% below its 20‑day SMA at $21.74 and 8.5% below its 50‑day SMA at $23.12, a zone that often acts like gravity during rebound attempts.
Momentum is not signaling panic. RSI at 46.90 reflects a neutral‑to‑soft read, suggesting sellers have control but not in a stretched way that typically forces an immediate snapback.
The moving‑average alignment reinforces that tone: the 20‑day sits below the 50‑day, which is a bearish short‑term crossover, while the 50‑day remains above the 200‑day, which keeps the longer‑term backdrop constructive. This mix often produces chop, with rallies stalling into overhead supply unless buyers reclaim those averages with conviction.
The technical map has tightened after the June swing high and July swing low, with July also marking a break below support that traders tend to remember.
- Key Resistance: $24.00 — a round‑number zone near the 50‑day area where rebounds often pause.
- Key Support: $20.50 — a nearby pivot where buyers previously stepped in, and the level bulls need to defend to keep this framed as a pullback rather than a trend shift.
